Chief Policy Advisor on Energy and Environment, Senate pro Tem

Kip Lipper believes that having better information about aquifer activity will allow us to improve our system. As Chief Policy Advisor on Energy and Environment for Senate pro Tempore, Lipper is considered the most influential senior staffer when it comes to passing a piece of environmental legislation in California. As the environmental expert for the state Senate's ruling Democrats, Lipper has helped craft many of California's groundbreaking laws in that realm including the California Clean Air Act and the state Safe Drinking Water Act.

He has been a guest lecturer on environmental and energy legislation at the Stanford University Law School, Boalt Hall at the UC Berkeley Law School and King Hall at the UC Davis Law School.
