My contention is we cannot solve all of our [climate] problems with one act. We have to come out to this with a variety of tools and that is what AB 32 is doing — coming at it with 80% regulations.
As the Legal Director for Western Energy and Climate at the National Resources Defense Council, Kristin Eberhard successfully advocated to double the Los Angeles Department of Water and Power’s energy efficiency budget and to implement a first-of-its-kind decoupling policy. As part of this advocacy, she worked closely with LADWP Board and staff, LA City Council, and other advocacy groups. She now uses her expertise at the Sightline Institute where she is a Senior Researcher.
Eberhard earned her B.A. in science, technology and society from Stanford University, her J.D. in environmental law from Duke University School of Law and her masters in energy, economics and policy from Duke University
